BRERETON AND RAVENHILL PARISH COUNCIL
Minutes of a Parish Council meeting held at the Parish Hall, Ravenhill Park, Brereton, on Tuesday, 3rd December 2019.
Present
Councillors TA Jones [Chairman], K Ansell, Mrs P Ansell [Vice-Chairman], Mrs DM Easton, Alderman R Easton, Mrs G Harvey, JC Harvey, DR Johnson and GN Molineux.
Apologies for absence were received from Councillors PA Fisher, Mrs W Fisher and Mrs L Johnson.
Mr PG Davies, the Parish Clerk, was also in attendance.
DECLARATIONS OF INTEREST
No declarations were given at the commencement of the meeting.
MINUTES
RESOLVED
That the minutes of the meeting held on 5th Novmber 2019, be approved and signed as a correct record.
POLICE
No Police Officers were present at the meeting.
POWER FOR ALL
The representatives from Power For All had apologised for not being able to attend this meeting.
RESOLVED
That the item be included on the Agenda for the next meeting.
POLICE AND CRIME COMMISSIONER
The Clerk circulated a letter from the Police and Crime Commissioner giving his response to concerns previously expressed by the Parish Council regarding Police numbers in Brereton and Ravenhill.
The Police and Crime Commissioner had advised that the ratio of officers allocated to Brereton and Ravenhill was proportionate to demand. He suggested that if the Parish Council required further information, they should contact Sergeant Mark Burslem.
RESOLVED
That Sergeant Mark Burslem be invited to attend a future meeting of the Parish Council.
BRERETON AND RAVENHILL CANAL SCHEME
The Chairman reported the contents of a press release which had been agreed by all parties to the scheme.
RESOLVED
That the press release be noted.

CHASE LINE’S PERFORMANCE
The Clerk circulated a letter from Amanda Milling, MP, in response to the Parish Council’s concerns in respect of the above.
RESOLVED
That the Clerk acquaint the Office of Rail and Road with the ongoing deplorable situation in respect of the Chase Line and invite their comments on the matter, including the possibility of revoking the franchise of West Midlands Railway and London NW.
DONATION – ST. MICHAELS CHURCH
Members noted that a letter of thanks had been received from St. Michaels Church for the donation of £125.00 made by the Parish Council.

PARKING – RAVENHILL PARK
The Parish Council noted the response of the District Council to car parking arrangements for a concert being held at the Parish Hall on 15th December 2019 [copy of email circulated].
Councillor Molineux kindly agreed to liaise with the District Council on the various options for dealing with the demand for additional parking facilities.
RED ENSIGN
The Clerk displayed the Certification of Commemoration received from Seafarers UK for the action of the Parish Council in flying the Red Ensign on 3rd September 2019.
NATIONAL COMMUNITY ENERGY CAMPAIGN
The Parish Council considered an email from the Director of Power for People in respect of the above.
The Parish Council noted that Bethesda, a village in Gwynedd, had become the first in the UK to test a new model for buying locally produced electricity.
RESOLVED
That the Clerk contact the Bethesda Energy Club to ascertain more information on this initiative.
WORLD BOOK NIGHT – 23rd APRIL 2020
RESOLVED
That the Parish Council apply to participate in World Book Night on 23rd April 2020.
GRIT BINS
Members noted that there was some confusion as to whether the County Council would be providing funds for the provision of grit bins in Brereton and Ravenhill.
RESOLVED
That the Clerk contact both County Councillor A Dudson and Mr Mark Keeling at the County Council to ascertain whether the Parish Council would be receiving additional grit bins in the current financial year.
BUS SHELTERS
The Parish Council noted that the Agreement relating to bus shelters had been signed by all parties. Work on replacing the shelters would get underway very shortly.
Alderman R Easton consulted the Parish Council on a proposal to replace the shelter in Setterfield Way.
Alderman Easton recommended that the shelter at The Laurels should be used to replace the existing shelter at Setterfield Way. He further suggested that the one further replacement shelter be sited at Talbot Road/Redbrook Lane.
RESOLVED
That the recommendations of Alderman Easton be endorsed and all parties be informed accordingly.
PLANNING COMMITTEE
RESOLVED
That the minutes of the Planning Committee held on 5th November 2019, be approved.
PARISH HALL AND PROPERTY MANAGEMENT COMMITTEE
RESOLVED
That the minutes of the Parish Hall and Property Management Committee held on 6th November 2019, be approved.
FINANCE AND MANAGEMENT COMMITTEE
RESOLVED
That the minutes of the Finance and Management Committee held on 6th November 2019,
be approved.

PUBLIC FORUM
The public present at the meeting raised the following matters:-
Cars parking on The Green, St Michaels Road
Derelict land adjacent to the church
Lodge Road/Sycamore Crescent – parking on grass verges
In respect of (b) above, the Chairman explained the Parish Council’s attempts to secure the implementation of a scheme to include land between the church and the Cedar Tree Hotel. The County Council had applied to the Government for permission to build housing on the playing field of the former Nursery Fields site but, having done so, were now holding the matter in abeyance as more school places were likely to be required in the parish.
In respect of the other matters, the Parish Council would pursue these and update the public at future meetings.
