BRERETON AND RAVENHILL PARISH COUNCIL
Minutes of a Parish Council meeting held on line on Tuesday, 3rd November 2020.
Present
Councillors TA Jones [Chairman], K Ansell,Mrs P Ansell, Mrs DM Easton, Alderman R Easton, PA Fisher, Mrs W Fisher, D Johnson, Mrs L Johnson and GN Molineux.
An apology for absence was received from Councillor Ms IJ Brown.
Mr PG Davies, the Parish Clerk, was also in attendance.
DECLARATIONS OF INTEREST
No declarations were given at the commencement of the meeting.
MINUTES
RESOLVED
That the minutes of the meeting held on 13th October 2020, be approved and signed as a correct record.
POLICE
The Police were not in attendance at the meeting.
The Clerk undertook to send a written invitation to the Police to attend the next meeting to discuss, in particular, matters of concern regarding speeding vehicles and dangerous driving on Armitage Road. He would also seek an update regarding the vandalism to the sign in the park.
ARMITAGE ROAD
The Clerk reported that he had received an acknowledgement from the Police in respect of the Freedom of Information request submitted relating to prosecutions for speeding and heavy vehicles on Armitage Road.
The Clerk undertook to send a further reminder to Tom Walsh at the District Council in respect of the following:-
Noise from gate – northern entrance to Ravenhill Park
Brook – installation of second barrier
REMEMBRANCE SUNDAY
The Parish Council noted that the poppy flag was now being flown on the flagpole fronting the Parish Hall.
The Chairman confirmed that there would be no Remembrance Day Service at St Michaels Church. He also advised that there would be no parade and no street closures. A limited ceremony would be held at the War Memorial at 11.00 am.
PLANNING – SECTION 215 NOTICE
The Clerk reported that the letter sent to the District Council in respect of the above had been duly acknowledged.
EXTERNAL AUDIT 2019-2020
The Parish Council noted that the external audit had been undertaken by MAZARS of Durham.
The Clerk was pleased to report that no matters had been drawn to their “attention giving cause for concern that relevant legislation and regulatory requirements had not been met”.
CIL
The Parish Council noted that a further £667.28 had been received in CIL monies from the District Council.
Members were invited by the Chairman to suggest projects/schemes for utilising the funding.
PLANTING OF TREES
Following a request for the Parish Council to suggest locations for the planting of trees, Councillor Mrs W Fisher had suggested the mineral line and around the old shooting range.
RESOLVED
That the suggestions made by Councillor Mrs Fisher be endorsed.
FREEDOM OF INFORMATION – REQUESTS
After consultation with the Chairman, the following Freedom of Information requests had been submitted to the Cannock Chase Primary Care Trust and British Transport Police:-
Cannock Chase Primary Care Trust
“This is a formal request under the Freedom of Information Act 2000, and all other rights to information. It relates to cancer screening provided [or partly provided] by primary care services within your area.
Please provide the following information in respect of each of the following for each of the following periods: the calendar year 2018; the calendar year 2019; the calendar year 2020 to date. If this information is held for years starting on a date other than 1st January, it will be acceptable if this I provided for the last two complete year periods and the current year to date.
How many primary bowel cancer screenings were carried out in the area?
How many PSA blood samples were taken in the area?
Please also let us know of any documents recording cancer tests and screenings carried out within the last three years.”
British Transport Police
“This is a formal request under the Freedom of Information Act 2000, and all other rights to information. It relates to regulation 6 of the Health Protection [Coronavirus, Wearing of Face Coverings on Public Transport] [England] Regulations 2020 to the period from the date this came into force on 15th June 2020 until to date of your reply and to three lines in the West Midlands region.
How many prosecutions have been instituted under regulation 6 in respect of the Chase Line [i.e. the line between Rugeley Trent Valley and Birmingham New Street]?
How many prosecutions have been instituted under regulation 6 in respect of the Cross City [i.e. the line between Lichfield Trent Valley and Bromsgrove/Redditch]?
How many prosecutions have been instituted under regulation 6 in respect of the Trent Valley Line [ie the line between Rugby and Stafford]?”
RESOLVED
That the action taken be approved and confirmed.
COVID 19 – USE OF PARISH HALL
Following the Government’s announcement imposing a further lockdown with effect from 5th November 2020, the following policy was suggested in respect of the use of the Parish Hall:-
apart from the one-to-one tutoring sessions, all other hirers be informed that in order to comply with current Government guidance, the Parish Hall would be closed from 5th November 2020 until further notice;
that if the guidance changes in any way, the Clerk be given authority, following consultation with the Chairman of the Parish Hall and Property Management Committee, to amend the policy to reflect updated Government advice.

That the action suggested above be endorsed and confirmed.

That the minutes of the Finance and Management Committee held on 14th October 2020, be approved
DATE OF NEXT MEETING
The Parish Council had previously agreed that the next meeting would be held on
1st December 2020.
PUBLIC FORUM
A local resident referred to speeding on Armitage Road. He updated Members on a response he had received from the local Member of Parliament to concerns previously expressed.
The Chairman outlined action taken by the Parish Council in making Freedom of Information requests to both the Police and Staffordshire County Council in respect of this important matter.
The Chairman also read to the Parish Council the contents of an email he had received from a resident of Armitage Road. The Clerk undertook to send a reminder email to Mark Keeling regarding the issues raised in the email, which were outlined in detail in the minutes of the last meeting.
