BRERETON AND RAVENHILL PARISH COUNCIL
Minutes of a meeting of the Parish Hall Management Committee held at the Parish Hall, Ravenhill Park, Brereton, on Wednesday, 6th March 2019.
Present
Councillors R Easton [Chairman], K Ansell, Mrs DM Easton, Mrs G Harvey and GN Molineux.
Apologies for absence were received from Councillors Mrs P Ansell, Miss C Harvey and
Mrs R Harvey.
Mr PG Davies [Parish Clerk] was also present.
DECLARATIONS OF INTEREST
No declarations of interest were given at the commencement of the meeting.
MINUTES
RESOLVED
That the minutes of the meeting held on 6th February 2019, be approved and signed as a correct record.
PARISH HALL – PROGRESS REPORT
Hire Fee Income – Update
The Committee noted details of hire fee income for the month of February 2019 as compared with the same period the previous year.
Brereton Carnival – 13th July 2019
The Clerk reported that the Carnival Committee had thanked the Parish Council for its support in making the hire of the Parish Hall available at a reduced rate.
The Committee had enquired as to whether the Parish Council would wish to book a stall for the carnival on 13th July 2019. The theme this year would be ‘Under the Sea’ with up to 5,000 visitors expected.
The Parish Council would decide in due course whether a stall was required.
BUS SHELTERS
The Chairman reported that he had attended a site visit with Karen Mann representing Brereton Million and Mark Keeling regarding the replacement of bus shelters.
The new replacement shelters would remain in the Parish Council’s ownership. Members considered that to assist future maintenance, it would be preferable if the shelters were of a sectional design.
Members noted that final designs would be submitted to the Parish Council for formal approval in due course.
NEWMAN GROVE ALLOTMENTS
44 Newman Grove
The Clerk had written to the District Council requesting that the tenant of this property
remove material dumped against the boundary fence with Newman Grove allotments. The fence had been badly damaged and required proper reinstatement. The District Council had been informed that if no action was taken, the weight of the material against the fence was likely to cause further damage to structures on the allotment site.
The District Council had confirmed that the fence had been reinstated and the accumulation of rubbish in the garden of the property would shortly be removed.
RESOLVED
That the action taken be approved and confirmed.
Fires
An allotment tenant had requested permission to burn waste material on the allotment site. The Clerk had reminded the tenant of the following wording in the tenancy agreement:-
“The Tenant shall not have any fire upon the allotments without the consent in writing of the Parish Council and if such consent is granted, in accordance with any conditions in it”.
RESOLVED
That on this one occasion, the allotment holders be permitted to burn their garden refuse subject to:-
the fire being lit after 6.00 pm with two allotment holders in attendance throughout; and
no man-made materials to be burnt, ie painted wood, rubber, etc.
Chickens
An allotment holder had requested permission to keep four chickens but no cockerels on his allotment.
RESOLVED
That permission be granted.
CHRISTMAS FEATURES
The Clerk reported on a quotation received from Lighting Futures Limited for the following:-
supplying and fitting infrastructure into lighting columns to accommodate the attachment of Christmas lighting, in compliance with E-On specification;
supply, install, remove and store Christmas lighting feature;
install, remove and store only festive feature;
supply, install, remove and store 4 metre high artificial Christmas tree complete with 10 sets of mini LED [100 lamps].
RESOLVED
That the information be noted and Members investigate alternative comparative costs before proceeding further.
ACCESS GATE INTO RAVENHLL PARK FROM ARMITAGE ROAD
Members undertook to investigate whether disabled access was possible through the kissing gate at the bottom entrance to the park. If this was not possible, the matter would be drawn to the attention of the District Council as a matter of some urgency.
FINANCE REPORT
The Report of the Clerk, showing income and expenditure of the Parish Hall as at
31st January 2019, was received for information and noted.
